Protection of the environment
Protection of the environment is one of the ten CEB sectors of action, and includes a markedly diverse range of eligible investments.
In 2010, the Office of Evaluation completed an analytical framework of the existing portfolio of operations, in order to define suitable sub-groups of loan operations that would allow for comparisons and enable the application of common methodologies and standards for assessment. Three main investment types were thus identified, each with their specific indicators and performance criteria, giving rise to three distinct evaluation “sub-cycles”:
• Water-related investments, comprising water supply and sanitation systems development
• Energy related investments, comprising energy efficiency enhancement and renewable energy promotion
• Solid waste management investments.
This classification covers a broad and varied range of CEB-eligible operations, both in substance and in format, i.e. small-scale infrastructure investments that constitute sub-projects within a wider, multi-sector programme, or stand-alone projects. Substance, format, geographical distribution and implementation arrangements are taken into account in constituting the evaluation sample.
Evaluations were conducted in a country where the CEB has accumulated a substantial portfolio of stand-alone projects for sewerage network and treatment facilities, followed by a review of a loan programme comprising a series of small-scale investments.
