Guidelines for procurement of goods, works and services for projects financed by the CEB

The Council of Europe Development Bank (CEB) is committed to ensuring that the funds it provides are used in an economic, efficient, transparent and accountable manner. The Guidelines for Procurement of Goods, Works and Services set out the principles and requirements governing procurement under projects financed in whole or in part by the CEB.

Purpose of the Guidelines

These Guidelines are intended to inform borrowers, grant beneficiaries and project implementing entities of the policies and procedures applicable to the procurement of goods, works and services required for CEB-financed projects.

They aim to ensure that procurement processes:

  • are fair, transparent and competitive
  • respect the principles of equal treatment, non-discrimination and proportionality
  • deliver value for money while safeguarding the integrity of CEB-financed operations.

Scope of application

The Guidelines apply to:

  • public sector and private sector projects financed by the CEB
  • procurement carried out within and outside the European Union and the European Economic Area, with procedures adapted to the applicable legal and institutional frameworks
  • co-financed operations, in coordination with other international financial institutions where appropriate.

Integrity and oversight

The Guidelines require all parties involved in CEB-financed procurement to observe the highest standards of ethical conduct. Allegations of fraud, corruption or other prohibited practices in the context of procurement are addressed in accordance with the CEB’s Anti-Corruption Charter and its integrity and compliance framework.

While responsibility for procurement rests with the borrower or grant beneficiary, the CEB reviews procurement arrangements on a risk-based basis to ensure compliance with its Guidelines and eligibility for financing.
