Guidelines for the procurement of Services, Goods and Works for the CEB's own account

The Council of Europe Development Bank (CEB) is committed to ensuring that its own procurement activities are conducted in a transparent, competitive and accountable manner, in line with the highest standards of integrity and good governance. These Guidelines set out the principles and procedures governing the procurement of services, goods and works by the CEB for its own operational needs, using either the Bank’s own funds or other sources of funds subject to the application of CEB rules.

Purpose and scope

The Guidelines apply to procurement carried out directly by the CEB for:

  • services, including consultancy services
  • goods and supplies; and
  • works required for the Bank’s internal operations.

They do not apply to procurement carried out by recipients of CEB financing, which is governed by separate guidelines applicable to CEB-financed projects.

Key principles

CEB procurement for its own account is guided by the principles of:

  • transparency, equal treatment and non-discrimination
  • competition and proportionality
  • best value for money, based on a balance between quality and price
  • high ethical standards, including the prevention of conflicts of interest and prohibited practices.

The CEB also integrates, where appropriate, environmental and socially responsible considerations throughout the procurement process.

Integrity and complaints mechanism

All suppliers and tenderers are required to comply with the CEB’s ethical standards and integrity requirements. Allegations of fraud, corruption or other prohibited practices in the context of CEB procurement are addressed in accordance with the Bank’s integrity and compliance framework.

The Guidelines provide for a dedicated procurement complaints mechanism, allowing interested parties to raise concerns about the procedural integrity of a procurement process.
