Integrity and Compliance policy

The Council of Europe Development Bank (CEB) is committed to conducting all its activities in accordance with the highest standards of integrity, ethical conduct and good governance. The Integrity and Compliance Policy sets out the principles, objectives and responsibilities that underpin the Bank’s approach to managing integrity and non-compliance risks across its operations, projects and internal activities. This Policy applies to the CEB’s banking and project activities as well as to the conduct of its staff and governing bodies. It provides a comprehensive framework to help prevent fraud, corruption, money laundering, conflicts of interest and other forms of misconduct that could undermine the Bank’s mandate, reputation or financial soundness.

Policy background

The CEB’s compliance framework was originally adopted in 2007 and revised in 2012. In April 2024, the framework was further strengthened and renamed the Integrity and Compliance Policy, reflecting a more holistic approach that integrates compliance, integrity and conduct risks in line with international best practices applied by peer multilateral development banks.

What the Policy covers

The Integrity and Compliance Policy:

  • defines the CEB’s integrity and compliance objectives and risk management principles;
  • promotes a strong ethical culture and a clear “tone from the top”
  • sets out responsibilities for staff, management and the Bank’s governing bodies
  • establishes the mandate, independence and role of the Office of the Chief Compliance Officer (OCCO)
  • anchors the CEB’s approach to preventing and addressing fraud, corruption, money laundering and other prohibited practices.

The Policy is supported by a coherent set of charters, codes, policies and procedures, including the Anti-Corruption Charter, the Codes of Conduct, the Whistleblowing Policy and investigative and data protection frameworks.

Oversight and accountability

The Governor has overall responsibility for the management of integrity and compliance risks, while the OCCO operates independently from operational activities and provides advice, monitoring and investigative functions. This governance structure ensures effective oversight, accountability and alignment with international standards.
