A decade of the Paris Agreement: Realising its social promise

On 8 December 2025, the Council of Europe Development Bank (CEB) will host the high-level event 'A decade of the Paris Agreement: Realising its social promise', as part of the celebrations marking the 10th Anniversary of the Paris Agreement, an initiative promoted by the Government of France, the Government of Brazil, and in cooperation with the United Nations Framework Convention on Climate Change (UNFCCC).

Ten years on, the Paris Agreement stands as a cornerstone of global climate action. To keep it relevant and ambitious, we must strengthen its social foundation – human rights, just transition, and inclusive participation – so that climate policies put people at the centre and deliver equitable, resilient, and lasting results.

The event aims to shift the conversation from traditional climate finance metrics to a people-centred perspective, highlighting the “people's dimension” as central to the Agreement’s success. It also reflects and aligns with the CEB’s role as the social development bank for Europe in advancing the social dimension of climate action by supporting projects that promote a just and equitable transition across its member states. The discussions will highlight the direct link between climate action, human well-being, equity and public support. It will showcase the role of institutional priorities, policy coherence, and community-led initiatives in securing broad social support for delivering on the promise of the Paris Agreement.
