CEB at COP30: Strengthening the social foundation of climate action

Ten years after the Paris Agreement, the world faces a defining challenge: translating climate commitments into real progress that leaves no one behind. At COP30, taking place in Belem, Brazil, from 10-21 November 2025, the Council of Europe Development Bank (CEB) will join global partners to reaffirm that climate action and social justice must advance together.

We will engage in discussions to highlight the social dimension of the Paris Agreement, focusing on human rights, just transition and inclusive participation as the foundation of equitable climate action. These principles are embedded in CEB’s mandate as Europe’s social development bank; we support projects that build resilience, reduce inequalities, and promote a fair climate transition across our 43 member states.

As the outgoing Chair of the Heads of Multilateral Development Banks (MDBs) Group, the CEB will also underline the shared commitment of MDBs to work as a system to advance sustainable development worldwide. Together, we will spotlight how MDBs are scaling up climate adaptation finance to deliver sustainable, inclusive results. CEB operations focus on further increasing adaptation efforts that safeguard livelihoods, strengthen communities, and foster social cohesion among those most exposed to climate risks.

By placing people at the centre of climate policies, CEB aims to work with its partners and borrowers to deliver on the promise of Paris Agreement ten years on.
