European Launch: “The Journey Ahead: Supporting Successful Migration in Europe and Central Asia”

On 12 November 2024, the Council of Europe Development Bank (CEB) and the World Bank co-hosted the launch of the World Bank report “The Journey Ahead: Supporting Successful Migration in Europe and Central Asia” at the CEB’s headquarters in Paris.

The event brought together policymakers, economists, and practitioners to discuss how migration can help address labour shortages in Europe while creating opportunities in countries of origin with growing youth populations. Discussions centred on how effective policies and international cooperation can make migration safe, productive, and mutually beneficial.

Opening Remarks and Report Presentation

The event opened with remarks by Carlo Monticelli, CEB Governor, and Michal Rutkowski, World Bank Regional Director for Human Development in Europe and Central Asia. Both speakers highlighted the importance of managing migration through inclusive, evidence-based policies that foster economic and social resilience.

Laurent Bossavie, Senior Economist in the World Bank’s Social Protection and Jobs Global Practice, presented the key findings of the report, which outlines practical approaches to strengthen the positive impact of migration on both origin and destination countries in the region.

Panel Discussion

A high-level panel discussion followed, featuring:

  • Reena Badiani-Magnusson, Senior Economist and Program Leader, World Bank
  • Jean-Christophe Dumont, Head of the International Migration Division, OECD
  • Sophie Minday, Director of Property and Social Management, ADOMA

The panel examined how targeted investments, inclusive labour policies, and strong institutional partnerships can help unlock the potential of migration. Cristian Tabacaru outlined how CEB’s operations support migrant integration and social inclusion across its member states, while other speakers emphasised the need to align financial, policy, and operational tools to achieve sustainable migration outcomes.
