The CEB hosts the inaugural meetings of the governing bodies of the Regional Housing Programme (RHP) and the RHP Fund
30 November 2012
PARIS - The CEB hosted the inaugural meeting of the RHP¹ Steering Committee, which is the high coordinating body of the RHP, and the inaugural meeting of the Assembly of Donors, the supreme body of the RHP fund.
The event brought together all the RHP stakeholders: the four Partner Countries, the Donors to the RHP (including the European Commission and the United States), the Office of the United Nations High Commissioner for Refugees (UNHCR), the Organization for Security and Cooperation in Europe (OSCE) and the CEB.
The two meetings provided an opportunity to take stock of the significant progress achieved in the past months. In his opening address to the RHP Steering Committee, Rolf Wenzel, the Governor of CEB stated:
"A year ago, the Partner Countries signed the Belgrade Declaration. They committed themselves to providing durable housing solutions to the most vulnerable refugees and displaced persons. Since then, the international community has established the RHP Fund and the first contributions have been paid in. The Partner Countries have made great strides in preparing their projects and setting up their implementation structures. The Regional Housing Programme has now entered its operational phase in earnest."
¹ Launched in 2011, the Regional Housing Programme is a joint initiative of Bosnia and Herzegovina, Croatia, Montenegro and Serbia. The aim of this initiative is to provide durable housing solutions to some 74,000 refugees or displaced persons living in the four Partner Countries. The Regional Housing Programme should cost around
EUR 600 million over five years.
As part of this initiative, the CEB manages a multi-donor fund, named RHP Fund, which holds contributions from the international community. The Bank is also assisting the four Partner Countries in preparing and implementing their housing projects. Over the last months, the CEB has been active in setting up the RHP Fund and helping the Partner Countries prepare their housing projects.
