CEB strengthens its framework for accountability and learning by adopting an Evaluation Policy

PARIS - The Evaluation Policy of the Council of Europe Development Bank (CEB) was approved today by the Bank’s Administrative Council at its 345th meeting. The policy supports the critical role of evaluation in contributing to institutional accountability and operational learning by setting out the key principles and formal framework for a sound and effective Bank-wide evaluation system.

The framework outlines evaluation-related roles and responsibilities, with a particular focus on the institutional arrangements and safeguards for its independent evaluation function, in line with internationally accepted standards of good evaluation practice.

"As Europe’s social development bank, the CEB is fully committed to the highest standards of evaluation practice. These are essential for improving the effectiveness of our operations in delivering development results and social impact for the benefit of our member countries," said Governor Carlo Monticelli.

Like most multilateral development banks, the CEB has had an independent evaluation function since 2002 through its Evaluation Office, which is renamed the Office of Independent Evaluation with the adoption of this policy.

The Council of Europe Development Bank (CEB) is a multilateral development bank, whose unique mission is to promote social cohesion in its 43 member states across Europe. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with an excellent credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.
