The CEB supports the renovation and expansion of the Sant Pau Campus in Spain

Barcelona — The Governor of the Council of Europe Development Bank (CEB), Carlo Monticelli, and the Trustee of the Private Foundation Hospital de la Santa Creu i Sant Pau, Elena Amat Serrano, signed a loan agreement to support the expansion and consolidation of the Sant Pau Learning Campus.
The project, which aims to train healthcare professionals and address the future needs of the healthcare system, is partially financed by the CEB and is guaranteed by InvestEU, the European Union (EU) programme designed to mobilise public and private investment in support of EU policy objectives. The financing will create a new flagship teaching facility within the Sant Pau Learning Campus through the renovation and equipping of two areas with the Sant Pau Art Nouveau Site ̶ the Kitchens Pavilion and the eastern section of the former Convent within the Sant Pau Art Nouveau Site.
Carlo Monticelli, CEB’s Governor said “The CEB has been partnering with Sant Pau in modernising its infrastructure for nearly a decade. Today, with this project, our support focuses on the training of healthcare professionals, a necessary condition for innovative and citizen‑focused health systems.”
Elena Amat Serrano, Trustee of the Private Foundation Hospital de la Santa Creu i Sant Pau: “This project represents a strong commitment to the future of the healthcare system. The creation of the new Vocational Training Institute, in collaboration with the CEB, strengthens our commitment to training and knowledge, key elements of high-quality healthcare. The renovation of the former Kitchen and Convent buildings not only highlights the value of our historical heritage but also projects it into the future and integrates it into the Sant Pau university campus.”
The initiative involves a total investment of €31 million, structured through a blended financing model that includes €15 million from the CEB with an InvestEU guarantee, €12 million in bank financing with the participation of CaixaBank and the Institut Català de Finances (ICF), and a direct contribution from the Private Foundation Hospital de la Santa Creu i Sant Pau from its own resources. Works are expected to begin during 2026, with completion estimated in 2028.
The renovated spaces will enable the expansion and consolidation of the Sant Pau Learning Campus, providing multifunctional teaching and training facilities dedicated to the education of healthcare professionals, university studies, specialised training and other knowledge-based activities, in line with Sant Pau’s integrated campus model.
The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment projects and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change and the environment. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. The CEB, which has a triple-A credit rating, funds itself through international capital markets. In addition, the CEB receives funds from donors to complement its activities.
