Financing innovative housing solutions

23 November 2017

BRUSSELS – On 23 November, the Council of Europe Development Bank (CEB) co-organised, in partnership with Friends of Europe, Housing Europe and FEANTSA, a roundtable on financing innovative housing solutions. CEB’s Vice-Governor for Social Development Strategy, Rosa María Sánchez-Yebra Alonso, delivered the opening speech, reminding the audience that the CEB’s financing of the housing sector dates back to 1956.

While access to affordable, decent housing has been deemed a fundamental right, it is still not within reach for residents of many European countries. Building more affordable and better quality housing requires financial mechanisms to be in place and readily available. This event, which gathered senior speakers and participants from different backgrounds, laid the foundation for a housing solutions platform.

At end 2016, the total volume of projects approved for social and affordable housing by the CEB since its inception came close to € 11 billion.

Set up in 1956, the CEB (Council of Europe Development Bank) has 41 member states. Twenty-two Central, Eastern and South Eastern European countries, forming the Bank's target countries, are listed among the member states. As a major instrument of the policy of solidarity in Europe, the Bank finances social projects by making available resources raised in conditions reflecting the quality of its rating (Aa1 with Moody's, outlook stable, AA+ with Standard & Poor's, outlook positive and AA+ with Fitch Ratings, outlook stable). It thus grants loans to its member states, and to financial institutions and local authorities in its member states for the financing of projects in the social sector, in accordance with its Articles of Agreement.
