Ministry for Restoration will collaborate with the CEB to restore damaged housing

Kyiv - The Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry of Restoration) is preparing a joint project with the Council of Europe Development Bank (CEB) for capital repairs of damaged multi-apartment buildings. The project details were discussed during a meeting between representatives of the Ministry for Restoration and representatives of the CEB.

The target group for the capital repairs includes residential properties that suffered moderate to severe damage during the armed aggression by the Russian federation.

“We are already implementing a comprehensive state policy for the restoration of damaged and destroyed housing. The program of financial assistance for repairs, “eRecovery” is showing high dynamics – almost 800 million hryvnias have been allocated to 10 thousand Ukrainian families whose homes were affected by the Russian aggression. A few weeks ago, commissions of local self-government bodies started working on compensation for destroyed housing. The next stage is financial assistance for the restoration of severely damaged housing. Together with the CEB, we are considering the possibility of jointly implementing the project to restore multi-apartment residential buildings, taking into account the broad expertise of the Bank in the area”, – commented the Deputy Prime Minister for Restoration of Ukraine – Minister for Communities, Territories and Infrastructure Development of Ukraine Oleksandr Kubrakov.

Over 23,000 multi-apartment buildings across Ukraine were damaged or completely destroyed during the full-scale invasion. Organized and verified information about the destruction is accumulated in the Register of Damaged and Destroyed Property. Currently, moderate or significant levels of damage have been documented in 865 multi-apartment buildings, making them eligible for the capital repairs program.

“A site visit to the region of Kyiv and the city of Irpin made us realise the full extent of the destruction caused by the war, and understand the need to intervene with the utmost urgency to rebuild and restore critical infrastructure, such as healthcare and housing”, said Jasmina Glisovic, Head of the Grant Operations and New Instruments Division.

Compensation for destroyed real estate could be another component of the joint project with the CEB. As of 31 August 2023, more than 24,460 applications have been submitted to receive compensation for purchasing new apartments or houses.

From the first day of the Russian armed aggression against Ukraine, the CEB has been involved in practical assistance to the victims of the Russian aggression. In particular, the CEB has allocated this far over €7.5 million from its Migrants and Refugees Fund to support displaced individuals from Ukraine in the Bank’s member countries as well as €2 million grant to the Catholic Relief Services to finance housing repairs for vulnerable households in Ukraine. The Bank also approved €1.3 billion in loans to meet the long-term needs of the refugees and the host countries.

The Council of Europe Development Bank (CEB) is a multilateral development bank, whose unique mission is to promote social cohesion in its 43 member states across Europe. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with an excellent credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.
