A new university campus in Serbia
In 2023, the CEB raised €21 million from the Western Balkans Investment Framework (WBIF) to support the construction of a new university campus in Belgrade, the capital of Serbia.
The project entails the construction of a new university centre and the rehabilitation of several buildings to create a new campus, covering 123 000 square metres. The new campus will improve learning conditions for approximately 15 000 students and improve accessibility for disabled students as well as incorporate energy efficient technologies.
The WBIF grant will contribute towards energy efficiency investments and technical assistance. It complements a €95 million CEB loan and lowers the cost of the project for Serbian authorities. An initial technical assistance grant of €0.5 million was provided by the WBIF to help Serbia prepare the project in line with international best practices.
Western Balkans Investment Framework
The Western Balkans Investment Framework is a blending facility which brings together the European Union, the CEB, the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB), the World Bank Group, KfW, Agence Française de Développement (AFD) and several bilateral donors. It provides financing and technical assistance to strategic investments in the energy, environment, social, transport, and digital infrastructure sectors. It also supports private sector development initiatives.
Grants approved from the WBIF and channelled through the CEB stand at €72 million. In addition, technical assistance worth €21 million has been provided directly by the WBIF to CEB projects.
