Earthquake preparedness in Türkiye
Türkiye is one of the most seismically active countries in the world, as witness the epochal earthquakes of February 2023 in which over 50 000 people died and several thousands more were injured. To help the authorities and the public prepare for such seismic events, the authorities have been implementing a large-scale project called Istanbul Seismic Risk Mitigation and Emergency Preparedness (ISMEP) since 2006. The project consists of improving the response capacity of public authorities, increasing the resilience of critical facilities and enforcing building codes. The CEB has approved five loans totalling €1.2 billion out of a total funding of €3.6 billion from international financial institutions, making it the largest lender to this project.
In addition, the Bank approved two grants in 2024 to complement its loans. The first grant will finance an economic impact assessment of ISMEP, aiming to demonstrate the economic benefits of investing in risk reduction. The second grant aims to increase public awareness of earthquake preparedness by financing training activities by volunteers in Istanbul. Both grants, totalling €1.8 million, are funded by the Disaster Prevention and Recovery Fund.
