Social housing in the Republic of Moldova
The Republic of Moldova has been facing a housing crisis for decades, as evidenced by the low level of housing affordability, which affects not only low-income people but also the middle class. The recent rise in energy prices has only exacerbated this crisis.
To help Moldovan authorities address this pressing situation, the CEB is supporting an innovative social housing project that will convert 32 existing buildings into social, retirement and student housing, at a total cost of €34 million. In 2024, the Bank secured a €6 million grant for the project from the Eastern Europe Energy Efficiency and Environment Partnership. The grant will finance energy efficiency investments and complements a €20 million loan from the CEB and a €1 million grant from the Bank's Green Social Investment Fund. The CEB also provided technical assistance to help Moldovan authorities prepare the project, funded by Spain through the Spanish Social Cohesion Account.
