InvestEU Advisory Hub market studies of social infrastructure needs in 12 EU Member States
In 2024 and 2025, the Council of Europe Development Bank (CEB) commissioned market studies to assess the social sector infrastructure investment needs in 12 European Union (EU) countries: Belgium, Estonia, Finland, Ireland, Germany, France, Italy, Latvia, Lithuania, the Netherlands Poland and Spain - leading to the production of nine country-specific, technical documents.
These reports are now available and will contribute to the development of market-responsive solutions to close funding gaps.
In each country, the studies examined six sectors:
- Affordable social housing
- Student housing
- Housing for the elderly
- Universities and vocational training centres
- Pre-school facilities
- Hospitals
These studies were funded by the European Commission, through the InvestEU Advisory Hub, which supports the identification, preparation and development of investment projects across selected EU countries. The Advisory Hub complements the InvestEU Fund, which mobilises public and private investment through an EU budget guarantee.
Throughout 2024 and the first half of 2025, the CEB organised a series of virtual events to disseminate the results of the studies, engage in discussions with various social infrastructure stakeholders and inform interested parties of the opportunities available under InvestEU.
