Technical Brief - Investing in energy efficient renovation for a low carbon future
This technical brief presents features and examples of good practice in energy efficiency renovation programmes in four areas where the CEB operates: social housing, national programmes, local governmental programmes, and private client projects/programmes (homeowners and SMEs).
The efficient use of energy is critical to the transition towards low-carbon growth. In Europe, energy efficiency is recognised by the EU and neighbouring countries as a key policy objective in the fight against climate change and in meeting the Sustainable Development Goals, whose ambitious targets contribute to the energy security and general resource efficiency agendas.
This paper presents some areas in which CEB support to public entities, homeowners and SMEs for their energy efficiency needs can enhance the social and environmental impact of the investments financed. These include engaging with public administrations to renovate their building stock and supporting National Energy Efficiency Action Plans through complementarity between CEB and EU funds. Member countries include Albania, Bosnia and Herzegovina, Georgia, Kosovo, Montenegro, the Republic of Moldova, and Serbia. In addition, the CEB can combine loans with grant funding to provide technical assistance to borrowers in support of projects with particularly high social benefits, and to reduce transaction costs. CEB grant funding can also contribute to knowledge management and training in order to increase awareness of energy efficiency solutions in the building sector.
