A growing membership
From eight to 43 member countries
The CEB was founded in 1956 by eight of the 15 member states ("Partial Agreement") that made up the Council of Europe at the time: Belgium, France, Germany, Greece, Iceland, Italy, Luxembourg, and Türkiye.
Today, the CEB has 43 members, with Ukraine (2023) being the most recent member. The CEB's membership reflects Europe’s geographical and cultural diversity: in addition to almost all EU countries, the Bank includes among its members all the Nordic and Baltic states, Georgia, the Republic of Moldova and Türkiye, all the Balkan countries, Switzerland, Liechtenstein, San Marino, and the Holy See.
The CEB constitutes a unique platform of cooperation between countries of all sizes and from all corners of Europe, united in their resolve to strengthen social cohesion and social inclusion.
