Report of the Governor 2023

The Council of Europe Development Bank (CEB) had an exceptional year in 2023, with Ukraine joining as the 43rd member country and the Bank's regaining its triple-A rating. The CEB approved €4.1 billion in loans across 48 projects aligned with its Strategic Framework 2023-2027. These projects prioritise investing in people, promoting inclusive living environments, and supporting social and economic inclusion.

The report highlights the strong growth of the CEB's trademark Social Inclusion Bonds (SIBs) on international financial markets, and the Bank's emergency response to Türkiye, notably to support healthcare needs, following devastating earthquakes in February 2023.
