CEB presents the results of five new InvestEU Advisory Hub market studies of social infrastructure needs in EU Member States

02 November 2026

Paris – Following on previous studies of selected EU markets, the Council of Europe Development Bank (CEB) has commissioned a new series assessing social infrastructure investment needs in five EU countries: Cyprus, Denmark, Luxembourg, Malta, and Sweden.

The studies examine current and future investment needs in six social infrastructure sectors:

  • Affordable social housing;
  • Student housing;
  • Housing for the elderly;
  • Universities and vocational training centres;
  • Pre-school facilities;
  • Hospitals.

Drawing on a detailed assessment of needs and financing gaps, the purpose of the studies is to identify practical pathways for scaling up investment and delivering sustainable solutions.

The study series was commissioned by the CEB, with field implementation and data collection carried out by PricewaterhouseCoopers. The study was financed with support from the InvestEU Advisory Hub, which is funded by the European Commission. The Advisory Hub supports project development and preparation, complementing the InvestEU Fund, which mobilises public and private investment through an EU budget guarantee.

The previous studies are available here.

The CEB will organise a series of virtual events to disseminate the results of these new studies, engage in discussions with various social infrastructure stakeholders and inform interested parties of the opportunities in the five EU countries.
