12 October 2026
- EIB and CEB will each provide €20.5 million to support upgrades at seven public hospitals in Kosovo.
- Financing will fund a broad range of medical equipment at facilities serving most of the population.
- The project will contribute to Kosovo’s Health Sector Strategy for 2025 – 2030, aiming to improve the quality and accessibility of hospital services for all people.
- EU’s grant sets ground for investments in improving the quality of healthcare across Kosovo
Kosovo will modernise seven public hospitals through a €41 million loan jointly provided by the European Investment Bank (EIB) and the Council of Europe Development Bank (CEB), with each institution contributing €20.5 million. The funds will be used to purchase new medical equipment for the University Clinical Centre of Kosovo in Pristina and for the regional hospitals in Kosovo.
The financing will provide hospitals with diagnostic, therapeutic and life-support equipment, including CT scanners, ultrasound systems and operating-room equipment, and support upgrades of critical-care units. The project will improve the quality, accessibility and capacity of public healthcare services for around 1.6 million people, including vulnerable low-income households, strengthening patient care, prevention, diagnostics and treatment as well as preparedness for health emergencies.
The project has also received a €1.25 million European Union (EU) grant through the Western Balkans Investment Framework (WBIF) to support the feasibility study and project preparation. Further CEB grant financing of up to €750 000 has been approved to provide expert support during project implementation.
The loan agreements were signed today in Pristina by representatives of the Ministry of Finance, EIB the CEB, in the presence of representative from the EU in Kosovo and Kosovo Minister of Health.
“Today’s signing is an investment in the health of our citizens and a further sign of the trust between Kosovo and its European partners. The investment will provide modern medical equipment and upgrade the related infrastructure at the University Clinical Centre of Kosovo in Prishtina and at regional hospitals,” said Kosovo Minister of Finance Hekuran Murati. “The Government of the Republic of Kosovo expresses its sincere appreciation to the EIB and CEB for their sustained partnership and for their contribution to Kosovo’s development in its strategic sectors.”
Kosovo Minister of Health Arben Vitia underlined that this investment translates the priorities of the Health Sector Strategy 2025-2030 into concrete results.
“Modern equipment and upgraded facilities will allow our doctors and nurses to diagnose earlier, treat better, and offer patients across Kosovo the standard of care they deserve,” he stated.
To date, the EIB has provided nearly €400 million in financing for strategic projects across Kosovo, supporting transport, energy and water infrastructure, as well as small businesses in line with EU goals.
“The EIB is a long-term partner of Kosovo, supporting its efforts to accelerate growth and green transition, improve public services and connectivity,” said EIB Vice-President Robert de Groot. “The project signed today will help healthcare professionals and patients benefit from upgraded hospital infrastructure, diagnostic capacity and medical care services, delivering tangible benefits to the people of Kosovo.”
The CEB’s cooperation with Kosovo focuses on investments that strengthen social cohesion and improve access to essential services, especially for the most vulnerable, including healthcare and social housing, as well as financing for micro and small businesses. Including the new loan signed today, the CEB has approved nearly €120 million in financing for Kosovo since 2020.
“We are committed to continuing to deepen our partnership with Kosovo through impactful investments that respond to people’s most pressing social needs,” said CEB Vice-Governor for Social Development Strategy Johannes Böhmer. “By helping equip hospitals across the country, this project will improve the quality and resilience of public healthcare and deliver better care for patients.”
The healthcare project signed today is another example of European institutions joining forces to support Kosovo's development and EU integration through grants, technical assistance and investment.
“Ever since 1999, the EU is Kosovo’s strongest and most reliable partner and the largest provider of financial assistance with more than 3.7 billion Euros provide to Kosovo in grants for investments across sectors,” said EU Ambassador in Kosovo Dirk Schuebel. “Healthcare is essential for any society, and we are proud of our contribution to upgrading the quality of healthcare services for Kosovo citizens.”
