RHP Framework Agreement signed between Croatia and the CEB

PARIS - CEB Governor, Mr Rolf Wenzel and Croatia’s Deputy Minister of Regional Development and EU Funds, Mr Jakša Puljiz, signed today in Paris the Framework Agreement for the Croatian Country Housing Project under the Regional Housing Programme.
The signature of this Agreement means that Croatia may now receive RHP Fund resources for already approved projects: in 2013, the RHP Assembly of Donors has approved three projects in favour of Croatia, with a total grant amount of approximately € 7.4 million. A fourth grant request worth around € 4.3 million will be assessed in the upcoming Assembly of Donors meeting of 6 December. If approved, these four projects will provide durable housing solutions to almost 250 most vulnerable families in Croatia.
With the implementation structures already up and running, the finalization of the legal framework marks an important step forward as the focus of the four Partner Countries has now shifted to implementation of their Country Housing Projects. As concerns Croatia’s first sub-project approved by the Assembly of Donors in April 2013, the beneficiary selection is already completed and the tender documentation is prepared. Construction could commence in Korenica in Spring 2014.
Rolf Wenzel, Governor of the Council of Europe Development Bank (CEB), said: “It is with great pleasure that we sign the Framework Agreement today with Croatia, thus concluding the process of establishment of the RHP legal framework in the Partner Countries. We shall now concentrate our joint efforts on the efficient implementation of the construction works in Korenica and other sites, to provide housing to the beneficiaries. We continue to count on Croatia’s strong commitment to RHP objectives also in the future.”
The Regional Housing Programme (RHP) aims at offering housing solutions to about 27 000 households or 74 000 refugees and displaced persons that are considered as most vulnerable, in Bosnia and Herzegovina, Croatia, Montenegro and Serbia (the Partner Countries). The total investment cost of the Programme, over an estimated five-year period, should amount to € 584 million. The CEB manages the RHP Fund and the Housing Programme itself. The European Commission, the United States of America, the UNHCR, the OSCE and other countries provide financial support.
