A Public sector Financing Facility (PFF) aims to support the Borrower to restore access to adequate housing for eligible internally displaced persons from temporarily occupied territories (TOTs) through a targeted, rules-based and digitally administered state housing assistance mechanism.
Final beneficiaries: IDPs from Russian-occupied territories who are registered in the Unified Information Database on IDPs and meet eligibility under Resolution No. 1176. The project focuses on combatants and those with war-related disabilities, especially individuals with the greatest social needs linked to conflict.
