All CEB loans must be approved by the Bank's Administrative Council in accordance with the Bank’s social mandate. All loan projects have to meet specific technical and social criteria, and be in strict conformity with the Bank’s environmental, procurement and compliance guidelines and policies.

The sectoral lines of action underpin the CEB’s five-year development plan, which forms the Bank’s medium term-strategy. The current Strategic Framework organises these lines into: Investing in people and enhancing human capital; Promoting inclusive and resilient living environments and Supporting jobs and economic and financial inclusion corresponding to the new strategic priorities established by the CEB to better support the social policies of its member countries.

This will especially benefit vulnerable parts of the population, including more than 100,000 displaced persons from Ukraine now living in Berlin. The project enhances social impact for end-beneficiaries through targeted design and careful allocation of residential units, through capped and affordable rents and through advisory support to vulnerable tenants. The project is also an investment in socially-cohesive neighbourhoods through mixed-use buildings for a diverse set of tenants. Additional positive impact at the social/climate nexus is generated by very high energy efficiency standards of new buildings and by rooftop renewable energy sources which reduce costs for beneficiaries as well as emissions.

24/04/2023 Government (Türkiye) Promoting Inclusive and Resilient Living Environments € 250 000 000 The aim of the Public sector Financing Facility (PFF) is to support Türkiye’s efforts in recuperating the delivery of health services, as well as the country’s medium-term efforts to rebuild resilient health facilities impaired by the earthquake. The PFF will partially finance investments in the 11 affected provinces of Adana, Adıyaman, Diyarbakır, Elazığ, Gaziantep, Hatay, Kahramanmaraş, Kilis, Malatya, Osmaniye and Şanlıurfa.

(Italy) Supporting Jobs and Economic and Financial Inclusion € 12 000 000 This Programme loan* aims at supporting the Borrower’s lending activities through direct lending to micro-enterprises, including start-ups. In particular, the CEB loan will part-finance beneficiaries’ investments and working capital needs to support their business activities, such as the purchase of goods, materials, equipment and licenses, as well as expenses related to the creation or development of a business start-up. 16/03/2023 City of Vilnius (Lithuania) Promoting Inclusive and Resilient Living Environments € 35 000 000 An additional Public Sector Financing Facility (PFF) request to part-finance investments under the City’s long-term strategy including the construction of new structures as well as the restoration and renovation of existing facilities for the budgetary period 2023-2025. The PFF will part-finance a number of subprojects ranging from sports and cultural facilities to schools and healthcare infrastructure. Furthermore, the PFF will support the provision of municipal services to refugees from Ukraine.

(EFL) (Poland) Supporting Jobs and Economic and Financial Inclusion € 200 000 000 The Programme Loan will support job creation and maintenance by co-financing, through leases, eligible MSME investments throughout the country. As a contribution to efforts to address the climate change, the EFL will limit financing of vehicles to 50% of the total loan allocation and shall not use the proceeds from the CEB loan to finance older vehicles or light diesel vehicles. In line with the CEB’s commitment to reaching out to vulnerable groups, EFL shall direct at least 25% of CEB financing to MSMEs operating in regions with unemployment rates above the national average. The loan is also expected to target a share of 15% of loan proceeds dedicated to women entrepreneurs.

16/03/2023 Municipality of Genoa (Italy) Promoting Inclusive and Resilient Living Environments € 50 000 000 The Public sector Financing Facility (PFF) shall contribute to supporting Genoa’s budgetary needs for the period 2023-2025. The loan shall partially finance eligible sub-projects in three intervention areas, namely (i) to prevent and manage hydrogeological risks, (ii) to invest in urban regeneration, and (iii) to requalify and upgrade municipal buildings, with a focus on school infrastructure.

(MicroBank) (Spain) Supporting Jobs and Economic and Financial Inclusion € 100 000 000 The Programme loan will be used to part-finance the lending to microbusinesses and individuals, especially among the most vulnerable people such as immigrants, in order to support job creation and to enhance social cohesion, in the form of business and family microloans.
16/03/2023 Government (Serbia) Investing in People and Enhancing Human Capital € 200 000 000 The Project loan aims at creating a state-of-the-art educational, scientific, technological and entrepreneurship support institution – BIO4 campus, while fostering opportunities for individuals and businesses in Serbia and the region. The loan will partially finance expenditures related to the construction of seven buildings, hosting 15 different scientific institutes including dedicated space for private companies.
16/03/2023 Government (Greece) Promoting Inclusive and Resilient Living Environments € 80 000 000 The Project loan aims at supporting rural development and water management in the Amari valley and the Messara plain in Crete, thereby contributing to fighting ageing and depopulation trends in disadvantaged rural areas of the island. In particular, the CEB loan will partially finance investments related to (i) the construction of a reservoir and water embankment dam on the Platy river, and the related construction of irrigation networks (ii) the construction of a pipeline to convey water to the agricultural plain of Messara. In addition, flood control associated with the new dam should reduce the risk of flooding in the settlements located downstream of the Platy river and in its estuary.
16/03/2023 Government (Republic of Moldova) Promoting Inclusive and Resilient Living Environments € 20 000 000 The Programme loan will partially finance the refurbishment and conversion of existing buildings to increase the stock of rental social housing and to provide new student residences as well as new elderly homes. The programme also aims at improving the energy efficiency of these buildings.
