Improved procurement in Ukraine
The reconstruction needs in Ukraine are immense, with estimates from 2025 indicating a required investment of $524 billion over the next decade. The country’s funding capacity is an obvious constraint, as needs amount to approximately 2.8 times its GDP for 2024. Yet, the ability to procure and contract according to best practice is just as critical, as the country also has limited capacity in this area.
To address this need, the CEB, the European Bank for Reconstruction and Development (EBRD)and the European Investment Bank (EIB) agreed in 2023 to support Ukraine in building up its procurement and contract management capacity. In line with this, the CEB partnered with Italy in 2025 to provide training in procurement management for Ukrainian procurement professionals. Ten scholarships will be offered over two years for students to undertake the International Master in Public Procurement Management of the University of Tor Vergata in Rome, in collaboration with the State University of Trade and Economics in Kyiv. The project is supported by a €120 000 grant from Italian authorities via the Italian Fund for Innovative Projects. Furthermore, the CEB will invite one of the graduates to work at the Bank as an intern for a period of 6 months in 2026.
