New university facilities in North Macedonia
Ss. Cyril and Methodius University, located in the capital city of Skopje, is the oldest and largest public university in the country. As a cornerstone of the country’s higher education system, it serves more than 27 000 students and employs around 3 000 staff. However, several faculties currently operate from dispersed and outdated premises, limiting the quality of teaching and the development of research.
North Macedonian authorities are partnering with the CEB and Spain to improve the quality, accessibility and sustainability of the University’s facilities. The planned construction works, covering some 28 000 m², are expected to cost up to €35 million.
The CEB is currently appraising a loan to North Macedonia that would finance up to 90% of the total project cost. In parallel, the Bank secured in 2026 a €250 000 technical assistance grant from the Spanish authorities to support project preparation and early-stage implementation. Financed through the Spanish Social Cohesion Account, this support is expected to facilitate project implementation and strengthen compliance with the CEB’s technical, environmental and social standards.
