Urgent investments in Kosovo hospitals
The country’s public hospitals are hampered by outdated infrastructure and equipment. Less than 10% of hospital equipment is recent and functional; many buildings lack proper sterilisation facilities, adequate heating, ventilation and air conditioning, or even ramps for stretchers and wheelchairs. The duplication of services across regional hospitals further reduces efficiency and hinders the quality of care.
To address these issues, the Kosovar authorities recently adopted a Health Sector Strategy for 2025-2030. Based on this, the CEB approved a €21 million loan in 2025 to partially finance a first phase of urgent investments in six public hospitals. The facilities were selected based on preparatory studies funded by a €1 million EU grant from the Western Balkans Investment Framework, mobilised by the EIB as co-financing partner for the project. The CEB, in turn, is providing technical assistance funded by a grant of up to €750 000 from the Social Impact Account, to strengthen the project’s effectiveness, efficiency, and sustainability and to accelerate its implementation.
