All CEB loans must be approved by the Bank's Administrative Council in accordance with the Bank’s social mandate. All loan projects have to meet specific technical and social criteria, and be in strict conformity with the Bank’s environmental, procurement and compliance guidelines and policies.

The sectoral lines of action underpin the CEB’s five-year development plan, which forms the Bank’s medium term-strategy. The current Strategic Framework organises these lines into: Investing in people and enhancing human capital; Promoting inclusive and resilient living environments and Supporting jobs and economic and financial inclusion corresponding to the new strategic priorities established by the CEB to better support the social policies of its member countries.

With an average sub-loan amount of €28 000, the CEB loan is expected to contribute to financing the investment and working capital needs of approximately 570 microenterprises and small farms. The programme also aims to contribute to the creation of 200 additional jobs throughout the country.
31/01/2025 Government (Ukraine) Promoting Inclusive and Resilient Living Environments € 50 000 000 This Programme loan will enable to finance eligible investments for covering the expenditures for preferential mortgage loans through the State Fund for Youth Housing. Granting the preferential mortgage terms will lower barriers to housing ownership for families with limited means, providing a viable alternative to temporary shelters.
31/01/2025 Société Wallonne du Crédit Social (SWCS) (Belgium) Promoting Inclusive and Resilient Living Environments € 100 000 000 Ce prêt-programme servira à financer partiellement les investissements éligibles visant à faciliter l’accès à la propriété et à permettre l’amélioration des logements et de leur efficacité énergétique par l’intermédiaire de prêts hypothécaires de SWCS en faveur de ménages à faibles revenus qui ont un accès limité au financement, voire qui n’y ont pas accès : environ 560 logements, dont 224 qui feront l’objet d’une amélioration de leur efficacité énergétique, devraient bénéficier d’un financement.
31/01/2025 City of Vantaa (Finland) Investing in People and Enhancing Human Capital € 100 000 000 This Public sector Financing Facility (PFF) will partially finance eligible investments within Vantaa’s seven districts with significant cultural diversity, in particular in the districts of Hakunila, Koivukylä and Myyrmäki, where the proportion of residents with foreign backgrounds is around 30% and above. The investments will include the construction and renovation of schools (55% of investments) and daycare facilities (45%).

€ 125 000 000 This Public sector Financing Facility (PFF) will partially finance eligible investments in education infrastructure and for accommodation of refugees and homeless persons in the years 2024 to 2028, in particular construction of ten new schools and sports facilities and modernisation of four schools as well as acquisitions and construction of new modular refugee accommodation units and conversion and modernisation of existing buildings.
31/01/2025 Government (Italy) Promoting Inclusive and Resilient Living Environments € 60 000 000 This Public sector Financing Facility (PFF) aims to support the Government’s response to the 2017 earthquake and 2022 landslide that impacted the population of the island of Ischia. The CEB loan will partially finance eligible investments in four main areas: reconstruction or relocation of damaged private buildings; reconstruction of damaged public buildings; structural interventions for hydrogeological risk mitigation measures in the municipality of Casamicciola; and structural interventions for hydrogeological risk mitigation measures in the other municipalities on the island.

31/01/2025 Generalitat Valenciana (Spain) Promoting Inclusive and Resilient Living Environments € 250 000 000 This Public sector Financing Facility (PFF) aims to assist the Borrower in delivering a swift response to individuals and businesses severely impacted by the floods, and to ensure that affected populations and enterprises can rebuild without falling into long-term economic distress. The CEB loan will partially finance the different financial support measures, such as cash transfers, approved by the Borrower to families and businesses severely affected by the floods, including those who have lost their homes and have been relocated, namely: (1) direct aid to individuals affected by the floods to alleviate the loss of basic; (2) direct aid to individuals for temporary and (3) aid to businesses and the self-employed for economic.
31/01/2025 Government (Ukraine) Promoting Inclusive and Resilient Living Environments € 100 000 000 The additional loan request will finance investments similar to those included in the first one: to finance housing certificates for beneficiaries whose residential property has been destroyed as a consequence of the Russian Federation’s aggression against Ukraine. The additional loan request is expected to support the issuance of approximately 3 000 housing certificates.
15/11/2024 University of Tartu (Estonia) Investing in People and Enhancing Human Capital € 60 000 000 This Project loan aims to support the Borrower improve its infrastructure by constructing a new academic and research building and by renovating two existing educational facilities. It concerns in particular the construction of a new facility for the Institute of Molecular and Cell Biology, the Institute of Technology, the Institute of Bioengineering, and the Institute of Pharmacy in Tartu. The project also foresees the renovation of the administrative and study building in Tartu, as well as of the University of Tartu Law School situated in Tallinn.

15/11/2024 Government (Romania) Promoting Inclusive and Resilient Living Environments € 140 000 000 This Public sector Financing Facility (PFF) aims to support the Borrower to improve access to cultural facilities through the renovation and construction of cultural and heritage assets throughout the country, including in lagging regions. The PFF will support the restauration/extension of 13 sub-projects and the construction of a new Opera in Iaşi.

The objective is to provide 220 assisted housing units, which would ensure access to adequate living conditions and a dignified, stable quality of life for approximately 300 persons.
15/11/2024 Government (Ukraine) Promoting Inclusive and Resilient Living Environments € 200 000 000 This Public sector Financing Facility (PFF) supports the Borrower’s efforts in responding to the devastating consequences of the aggression of the Russian Federation against the country. It will enable eligible beneficiaries to access a Government’s scheme by part-financing expenditures related to the payment of accommodation assistance to IDPs. The PFF will contribute to enhance the socio-economic resilience of IDPs and to reduce their vulnerability by helping their transition from reliance on temporary assistance to more sustainable living conditions through government-led initiatives for employment, childcare, and healthcare.

(Italy) Promoting Inclusive and Resilient Living Environments € 75 000 000 This Programme loan aims to support the Borrower’s activities through providing funding to local authorities for sports and cultural facilities’ investments including the construction, improvement, expansion and equipment of sports facilities; the acquisition of assets to be used as sports facilities; sport’s facilities management; the construction, improvement, expansion and equipment of fixed assets to be used for cultural activities and related support activities. The objective is to improve the living conditions of the facilities’ end-users.
15/11/2024 Métropole Aix-Marseille-Provence (France) Promoting Inclusive and Resilient Living Environments € 150 000 000 An additional loan of €150 million to Métropole Aix-Marseille-Provence (AMP) will support the Nouveau Métro de Marseille (New Metro of Marseille, NEOMMA) programme to modernise Marseille’s metro system. Ensuring a reliable public transport system is crucial to boosting the area's economic attractiveness, improving residents' access to key urban services and enhancing connectivity for currently underserved neighbourhoods. The investments will support equitable and accessible transport options that help address AMP's social disparities and territorial inequalities while meeting the needs of Marseille’s growing population and promoting sustainable and inclusive socioeconomic development.
27/09/2024 Eki Microcredit Company (Bosnia and Herzegovina) Supporting Jobs and Economic and Financial Inclusion € 3 000 000 This programme aims to support Eki Microcredit Company in providing micro-loans, supporting jobs and income generating activities as well as energy efficiency investments of vulnerable populations in Bosnia and Herzegovina. The loan will part-finance the Borrower’s agricultural, housing and business micro-loan products focused on low-income clients, individuals, and micro entrepreneurs, who have limited access to financial services, mainly in rural areas.
