The social development bank for Europe

All CEB loans are granted in accordance with the Bank’s mandate. They have to meet specific technical and social criteria, and be in strict conformity with the Bank’s environmental, procurement and compliance guidelines and policies.

The sectoral lines of action underpin the CEB’s five-year development plan, which forms the Bank’s medium term-strategy. The current Strategic Framework organises these lines into: Investing in people and enhancing human capital; Promoting inclusive and resilient living environments and Supporting jobs and economic and financial inclusion corresponding to the new strategic priorities established by the CEB to better support the social policies of its member countries.

The objective is to provide 220 assisted housing units, which would ensure access to adequate living conditions and a dignified, stable quality of life for approximately 300 persons.
15/11/2024 Government (Ukraine) Promoting Inclusive and Resilient Living Environments € 200 000 000 This Public sector Financing Facility (PFF) supports the Borrower’s efforts in responding to the devastating consequences of the aggression of the Russian Federation against the country. It will enable eligible beneficiaries to access a Government’s scheme by part-financing expenditures related to the payment of accommodation assistance to IDPs. The PFF will contribute to enhance the socio-economic resilience of IDPs and to reduce their vulnerability by helping their transition from reliance on temporary assistance to more sustainable living conditions through government-led initiatives for employment, childcare, and healthcare.

(Italy) Promoting Inclusive and Resilient Living Environments € 75 000 000 This Programme loan aims to support the Borrower’s activities through providing funding to local authorities for sports and cultural facilities’ investments including the construction, improvement, expansion and equipment of sports facilities; the acquisition of assets to be used as sports facilities; sport’s facilities management; the construction, improvement, expansion and equipment of fixed assets to be used for cultural activities and related support activities. The objective is to improve the living conditions of the facilities’ end-users.
15/11/2024 Métropole Aix-Marseille-Provence (France) Promoting Inclusive and Resilient Living Environments € 150 000 000 An additional loan of €150 million to Métropole Aix-Marseille-Provence (AMP) will support the Nouveau Métro de Marseille (New Metro of Marseille, NEOMMA) programme to modernise Marseille’s metro system. Ensuring a reliable public transport system is crucial to boosting the area's economic attractiveness, improving residents' access to key urban services and enhancing connectivity for currently underserved neighbourhoods. The investments will support equitable and accessible transport options that help address AMP's social disparities and territorial inequalities while meeting the needs of Marseille’s growing population and promoting sustainable and inclusive socioeconomic development.

The loan will part-finance the Borrower’s agricultural, housing and business micro-loan products focused on low-income clients, individuals, and micro entrepreneurs, who have limited access to financial services, mainly in rural areas.
27/09/2024 Government (Bosnia and Herzegovina) Promoting Inclusive and Resilient Living Environments € 12 000 000 This project aims to support Bosnia and Herzegovina in financing the construction of a Cultural and Sports Centre in the city of Mostar. The loan will partially finance the construction and equipment of the new Cultural and Sports Centre, as well as project management and supervision costs.
27/09/2024 Government (Bulgaria) Investing in People and Enhancing Human Capital € 250 000 000 This ECF aims to support the Republic of Bulgaria in delivering against the national contribution pre-requisites for access to financing under the EU Cohesion Policy and as part of the country’s obligations per Bulgaria’s Partnership Agreement with the EU signed in 2022. The CEB loan will partially finance eligible investments within two Operational Programmes dedicated to education, vocational training and improvement of the employability of the Bulgarian workforce, under the management of the Ministry of Education and the Ministry of Labour and Social Policy.
27/09/2024 Government (Cyprus) Investing in People and Enhancing Human Capital € 72 000 000 This project aims to create an international-level centre for Cypriot archaeology in Nicosia and a leading cultural institution dedicated to the development, care, study, presentation and interpretation of Cyprus’ rich archaeological heritage. The facility will feature a new museological approach with spacious exhibition rooms and modern technology applications, making it more accessible and inclusive. Specific attention will be given to sustainability, accessibility, and energy efficiency aspects of the building.
27/09/2024 Government (Serbia) Investing in People and Enhancing Human Capital € 25 000 000 This project aims to support the Borrower in constructing a new prison complex in Subotica to alleviate overcrowding and address the dilapidated state of detention facilities throughout Serbia. The loan will partially finance eligible investments in line with the new prison strategy of the Republic of Serbia – the “Strategy for the Development of the System of Enforcement of Criminal Sanctions for 2021-2027”.
27/09/2024 Government (Türkiye) Promoting Inclusive and Resilient Living Environments € 330 000 000 This project aims to part-finance eligible investments to support the Borrower to improve Istanbul’s preparedness for a potential earthquake through enhancing the institutional and technical capacity for disaster management and emergency response, strengthening critical public facilities for earthquake resistance, and supporting measures for better enforcement of building codes and land use plans. The loan will partially finance eligible investments under the following components: Component A: Enhancing Emergency Preparedness; Component B: Seismic Risk Mitigation for Public Facilities; Component C: Enforcement of Building Codes; Component D: Project Management.

The loan will partially finance eligible investments in line with Reykjavík City's urban development plan. The loan will particularly co-fund the following: renewal and expansion of hot water distribution system; potable water distribution system, reinvestment, and refurbishment; sewage and rainwater system infrastructure for the City Line “Borgarlina”; and sewage and water systems in the neighbourhoods of Ártúnshöfði and Hlemmur.

(Italy) Promoting Inclusive and Resilient Living Environments € 350 000 000 The programme aims to support the Borrower’s action in part-financing eligible investment sub-projects relating to the restoration, reparation, construction and reconstruction in the regions of Abruzzo, Lazio, Marche and Umbria that were affected by the earthquakes of 2016 and 2017. The loan would cover part of the private sector reconstruction measures, specifically housing and the damaged infrastructure of enterprises. The ultimate objective of the project is to contribute to recreating the prerequisites for the regeneration of the affected territories, making them safe and liveable again.
27/09/2024 Sostre Cívic (Spain) Promoting Inclusive and Resilient Living Environments € 31 000 000 This programme loan will support Sostre Civic SCCL, a social non-profit housing cooperative developer, to build or refurbish over 300 social housing units, thus increasing the supply of sorely lacking social and affordable housing in the region of Catalonia. The total cost of the programme, amounting to €62 million, will be partially financed with EU Funds. The programme, guaranteed by InvestEU, represents the largest cooperative housing project in Catalonia and in Spain.

€ 250 000 000 The Programme loan aims to support sustainable municipal infrastructure across Croatia and contribute to strengthening MSMEs’ competitive position and fostering. The CEB loan will partially finance eligible municipal and regional investments undertaken by the Croatian municipalities, cities and counties. The CEB loan proceeds will be channelled through HBOR's direct lending to MSMEs as well as through on-lending of funds to MSMEs via the financial intermediaries’ networks.
